Ice witches in the surface when Zushuka spawns

I heard multiple ice witches will spawn in the surface (around the hills) when Zushuka spawns. Does anybody know if this is true?

I met Zushuka couple of times, but never saw witches on the surface.

I think it's just a myth. When Furyosa spawns in whole Fury Gates you can meet a lot of Demons around, so maybe someone create similar story about Zushuka. In fact even her summons aren't spawn with boss in the same time. Frost Servants and Frost Spiders appear when boss "see" player.
